This market resolves to "Yes" if the World Health Organization officially characterizes an Ebola outbreak as a "pandemic" in public communications before the end of 2026. Simply declaring a Public Health Emergency of International Concern is not enough-the WHO must explicitly use the word "pandemic" in an official statement, report, or briefing. Otherwise, the market resolves to "No".
