It resolves YES if the Fed pauses (holds rates steady), then pauses again, and then cuts rates across these three consecutive meetings. The market uses the official upper bound of the target federal funds rate as published by the Federal Reserve to determine each decision. Any other sequence of moves, including rate hikes, will resolve to NO or OTHER.
